If you're URM, you may want to apply to U of Missouri, Columbia as a safety. They're currently taking some pretty heavy heat (potentially losing accreditation even) for their persistent lack of diversity and might therefore be more receptive to URM candidates with adequate (or better of course) credentials.
(There's a thread on the SPF forum now that I'd suggest you skip if you find affirmative action-bashing distasteful, but there are some links to articles discussing the school's situation and background that might prove helpful if you'd rather not Google.)
While I don't imagine they're likely to be your first choice, I'd imagine an AA applicant's chances there would be significantly better than average this year...
