Awkward Question: A student with residency but not in a US school...

A friend of mine has citizenship but goes to school outside the US. His mom has residency here (Cali) so I am guessing he also does.
So, if he applies, what group would he be in (International or...).
He doesn't have a year of schooling in US...
I hope I was clear enough.

This doesn't answer your main question . . . but I know that for UIC you have to have done your prerequisites at US college/university.
