Does a publication in hardcore biomedical research always trump a publication in a softer area like health policy?

This is assuming you're not applying to MD/PhD. I'm talking about pure MD admissions.

In pure MD admissions I can't see how publication in either area wouldn't be considered a bonus. However, you may want to look into biomedical or clinical research publication over health policy just because it applies more to medical education. Perhaps if you did an MD/MPH program they'd be counted with equal importance.
