I know the website says that if you did not complete a residency then you need to have 3 years of experience "with at least 50% of time spent in pharmacotherapy activities".

How will they determine that 50% of your time is being spent in pharmacotherapy activities?

Does anyone know someone who did not complete a residency and still able to take the BCPS?

The board does not actually check to see if you've finished a residency or spend 50% of your time in pharmacotherapy. As long as you can pay the fees, they will let you take the test. I do know a few people who didn't do a residency and passed BCPS, however, all of them had been practicing for > 10 years when they took the test.
