Best Neuroscience Research Institution Abroad?

I'm trying to figure out study abroad plans and want to know what some of the best neuroscience research institutions abroad are. (My interest lies in neurodegenerative diseases, and I would prefer to go to a french or spanish speaking country, though research quality comes first)
