What's the best option for a 26 year old IMG (US Citizen) who's looking for a non-clinical job (without residency)?

Any alternative jobs or courses to do that would make the MD of use?

Clinical research, healthcare consulting, postdoc, etc. The best use for an MD would of course be going through residency and becoming a licensed clinician but if you don't feel like doing all that, then it will really depend on what you like outside of medicine.

Informatics, if you're into that kind of thing. Yes, there's a ACGME board exam, etc, but you could enroll in a 1-2 yr fellowship or even a short boot camp type of course and try getting a job that way. There a ton of people getting into informatics these days that aren't physicians, or even any kind of healthcare provider. If you don't mind it, you could be working for a hospital under a physician, doing informatics research, or even an industry job. It isn't for everyone, but it's a worth a look.

"Health informatics" such as Truven or Milliman are really looking for MBAs, data warehouse, SQL, Microsoft Access, and SAS people.

Better off being an account manager for an insurance company or PBM analyst, prior authorization manager, grievance analyst for healthcare field, or subject matter expert with CMS guideline.

Some of the health informatics people I met did some of those above.... then they end up getting trained in a health informatics. It's not like you can just learn SQL or SAS... with no experience and get hired. Field is moving to big data... so without experience... health informatics is hard to break into without knowing people.

Best bet is really insurance benefits regulations with your state agency.
