does anyone know the best loan for someone on H4 with no credit history (co signer on H1 with morevthan 5 yrs credit history)

Your co signer cannot be a person on H1. Having a person with credit history might help. However you need to have a co signer who is a legal permanent resident or a US citizen.
Also you may be eligible for only private loans. This might be a bit difficult considering the fact that you are the primary borrower without any credit history or a Social Security Number.
Please correct me if I am wrong.

Even of he has been a tax payer with a SSN?

Sallie Mae and citibank give student loans only to those with a cosigner who is a legal permanent resident or an american citizen. I think it is even more complicated if the primary borrower (student) is on H4 (Not very sure of this).

Citibank is the only lender which gives loan without ssn but u require a cosigner who is a green card holder or US citizen,
u cannot borrow money without these clauses.
There is a loan without cosigner based on 3-5 years credit history but the credit history should be of the primary borrower not the cosigner.
This is the comprehensive access loan given by the access group.
