best time to give exam

i want to know what is the best time to give exam so that u can apply to university same year.and one thing more how many time can one change examination date without charge.

i think best time is april to may.. so tht application process for many universities start from august ...u can apply for all.. and dont miss out any... not sure but lets wait for some more answers....

about changing date.. i dont have idea..
