Better to apply earlier with fewer shadowing hours?

So I currently have 12 hours shadowing a podiatrist (over 100 hours shadowing other doctors) and will shadow some more after these next couple months since I just graduated. I want to apply ASAP because it's rolling admissions. Do you guys think I should apply now with my 12 hours or wait a few weeks to gain more hours? The thing is, I put the shadowing experience as ongoing so maybe it's assumed that I will be getting more hours and I can give them an update at interviews. Let me know what you guys think.

Earlier is better. The longer you wait the more potential scholarships will decrease.
