3080 is for alkene =CH and 1700 is for having a carbonyl. so i would have to go with aldehyde.

can you explain why ICl3 is a plainer?
Hmm you know now that I think of it it might be CO3, because ICL3 is planar when it is a dimer (2 I atoms and 6 CL) But from this photo we see that CO3 forms a complex where the 2 O atoms bond to each other, making it planar? I'm not sure sorry if i misled anyone
