Can med-schools that I am applying for the first time, see my last year's application content?

I mean the schools that I didn't apply to in the last app cycle but I am going to apply in the coming cycle.
Also, can you completely change your personal statement when you reapply? Like I want to omit a big section where I talked about one of my experiences and add some other things.

No, only schools where you have previously applied can compare the two applications.
Yes, we advise re-applicants to re-write their PS.
