Can other schools see if we accept a non binding offer of admission?

if a school gives 3 weeks to accept their offer of admission (with no required deposit, just intent) will other schools see that we have accepted the offer? Or are the new traffic rules such that the schools can’t see any of this?

We can't see a thing. Even when we could, the acceptance reports were not released until spring.
