Are you trying to move to Vegas Or Chicago? Does LV even have anesthesia? Edit: Looks like a new program just started that only takes a couple a year so it’s unlikely that one of those few folks is reading this so may need to reach out to the program directly.

Seconded. No one will be up for transferring out of established residencies for one that is just starting.

OP, this sounds like you have buyer's remorse. You could reach out directly to chicago programs. Its not out of the realm of possibility for them to create an additional spot.
