Chiropractors as primary care providers?

My university email box had a couple of messages from our SOMA president about a bill passing the US Congress which would allow chiropractors to fulfill the role as primary care providers of Veterans. There was a link to a petition (and a link to sign the petition) written by the AOA. I was just wondering if anyone else had heard of this.
