From my understanding, the correct identification is:
Master of Public Health- NOT Masters- NOT Master's

Also goes for Master of Health Administration- NOT Masters- NOT Master's

Am I correct?

When referring to the degree or one's status of candidacy informally, without specifically listing one's concentration, etc, it's Master's.

ex: I'm earning my Master's at UNC.
ex: I'm a Master's student at UNC.

The degree you're receiving, though, is a Master of (insert field here)

ex: The degree MPH students are earning is the Master of Public Health.
