Sorry if this is a stupid question but I'm totally new to this--if a clinical elective is capped at like 2-4 students, does this mean that students have to apply to the clinical elective or is it first come first serve (or does it differ by school)?

Also, do most med schools in general offer the same clinical electives and same rotations during 3rd year?

You have to apply to clinical electives. Most have their own application system (like AMCAS).

Electives can very from school to school while but everyone takes the same general rotations (IM, Surgery, psych, family ect)

Ah ok, so rotations are standardized across every medical school in the US? How competitive are the clinical electives or does that vary depending on the school?
