Can anyone speak as to the competitiveness of these programs, especially the University of Utah program?

Fellowships in EM are a real buyers market.
Jobs in Salt Lake are few and far between, fellowship slots are fairly easy to come by.
Contact the Fellowship director early in the process and you should be fine if that's where you want to end up.
