In a concentration cell, does the container with the anode ALWAYS have the lower concentration?

If you are talking about the concentration of a cationic metal, then yes.

The anode is the sight of oxidation, which produces cationic metal as its product. Starting with a low [cation] in the anode and a high [cation] in the cathode will result in oxidation of the neutral metal in the anode and reduction of the cation in the cathode until the cation concentrations are equal in both electrodes of the cell.
