Confused about the DAT grading ?

So i took the Crack DAT PAT exam, 60q's in 90 mins

i got 63 correct out of 90 questions

and it said my Score is an 18

but 63/90 = 70%
so on 30 point scale, shouldn't it be 21 and not 18

It isn't graded based on percentage, but based on how much you get right.
The whole scoring is based on a bell curve. See this link (pg 3) on how to calculate your score:
