Do you think schools frown upon an applicant using the same answer as the previous year? Especially if the question is something like "why this school?", which is unlikely to change in a year. For reference, I received an interview at this school, so my answers couldn't have been too bad.

Obviously, your reasons haven't changed but I would play it safe and paraphrase a little.
 
There should be some change. Hopefully as a reapplicant you were doing things over the last year: shadowing, volunteering, more classes, research, etc.
