Could neurosurgery be a cure, or improve MR?

Hello,

I'm new to this forum. I found this forum by searching Google.

Someone told me on a different forum that they are no surgery cure for CP, but there are surgery to improve CP.

Would there be any cure, or improvement where a neurosurgeon can get rid of MR where there would be no MR signal going to the brain. My WAIS IQ is 68. I know I had many head injuries by falling a lot when I was a kid. I had ADHD where I couldn't sit still. My cousin would also abuse me by beating me over the head with glass ash trays, radios, or even his bare hands. Could that be TBI, is that why I would have MR, and my IQ comes back two scores lower then normal? I am 29. My cousins had custody of me from ages 8-18. Would it be too late for any kind of surgery, or brain surgery?
