EK notes that the cross sectional area of veins is 4x that of arteries.

Are they referring to the average cross area of each vessel? Or the cross area of all the vessels summed together?

It's a generalization, take it with a grain of salt. They're saying that, in general, a veins is 4pir^2 and an artery is just pir^2. Don't read too much into it, just know that most of the blood is on the venous side and you'll be fine.
