You must have your license by the time you reach PGY3. Its a state law (or regulation, not sure which, but either way, you dont get a choice no matter what program you are in).

Many hospitals require that you take Step 3 as a PGY1 so that this is not an issue by the time you need to get licensed.

Yeah, we took Step 3 in PGY 1 and had to apply during PGY 2. We had to be licensed by pgy 3.
