I asked for a transfer in May and one of the requisites was a dean letter of standing, what does this letter express? ranking? how im doing in school? or if im passing all classes?
    any help is welcome

The letter should simply state that you are in "good academic standing" ie, you aren't failing any classes, etc. This is generally a requisite for all students when seeking transfer.
