I was reading a Grumpus Maximus post which states the BRS pension COLA adjustment has a CPI minus 1% inflation adjustment. I haven't been able to find this in the law. Anybody have a reference? His statement and link to his post are below. As far as I know the BRS calculator uses 2.75% for COLA adjustment on both High-3 and BRS pension calculations.

"Not only will their annuity be reduced to 40% of base pay at 20 years, but they will also have a COLA calculation of CPI minus 1% — which permanently locks in a 1% inflation rate. A 1% inflation rate reduces a pension’s value by approximately one-quarter in 25 years."
