you dont have to buy them before the program starts unless you are accepted somewhere and will be enrolling soon. If you have gotten acceptance from a school they will let you know what all you need (will send u a pamphlet with info).
Otherwise you may need some instruments to practice if you want to go to a west coast school etc.
