In terms of school quality I can’t comment because I’ve only seen UDM. But from what I’ve seen, and others I have talked to ad well, Baltimore is a lot safer. Detroit is literally the poster city of crime. Don’t let that deter you though, there are some amazing parts and it won’t always be that way.

They are both very unsafe cities. That being said you can live ~10 minutes from campus in Baltimore and the crime rates are pretty low. I suggest looking at Trulia to decide on where you want to live because they have a feature that allows you to see where most crimes occur.
