Difference in family med and specialty residency lengths

USA and Canada have drastically different residency lengths. In USA many specialties have a 4 year residency and family med has a 3 year residency. In Canada all specialties have a 5 (or 6) year residency and family med is 2 years. I'm just wondering why there is such a difference between Canada and USA. For me (as a Canadian) its hard to convince myself to do a specialty if the residency is an extra 3 years compared to family med whereas in the USA the decision to do a specialty would be so much easier for me.
