probably, me3. it is pretty ridiculous to take 60 days to grade a test that's almost entirely scan-graded. sure, there are essays, but they take 45 seconds to read each essay, so that shouldn't delay it much either.
It's probably more expensive to try to grade the tests faster. However, they would receive too many complaint letters if they delayed scores when the test administration was prevented by an Act of God. Therefore, to spare themselves the trouble, they're eating the costs of faster grading. It's probably also sparing them the money of processing people's complaints.
