This is sadly the reality of P/F level/step 1. but I agree with the above poster your best chance is former AOA programs do as many rotations as possible. You need to realize as a DO your chances of matching at your local state university program are very small this is something that most DO students do not realize until they are applying and get no interviews from any of these programs. Every year there are one or two DOs that match at great MD caliber programs but these are students who are matching absolutely next level either ton of research crazy boards or taking a huge gamble and doing 5+ auditions at MD places.A small fear of mine when it comes to the second set of boards is that I get all of my away rotations set up to do ortho and I take the boards only to see that the scores are too low to even really match into ortho so then my aways are pointless.

Also, keep in mind class of 2025/2024 DO will see a huge increase in DO students without a dramatic increase in former AOA spots so it is only going to get harder.
There are alot of great posts on this subject and a lot of very active DO ortho residents and attendings on here reaching out to them. @TheBoneDoctah is one I can think of and is an awesome advocate and resource.

Your plan sounds good above. Read the thread posted above for a ton of advice. I would audition at as many programs as your school allows. Theoretically, you could do 7 auditions (July-Jan). This would give you the best shot possible. You will get most of your interviews from places you audition and then maybe a few more from places you didnt if you have a solid app.

It's not so much that they get chosen over more academically qualified. It's how you separate yourself from the 1000 other highly qualified applicants. PDs are risk adverse. If you've already proven yourself to be talented, trainable, and amiable, you've done much to alay their concerns.
