I received an email from a school that high priority waitlisted me that said my financial aid package was ready. When I logged on I saw that I could see what the scholarships/loans I got. The only thing is is that I haven't gotten any formal acceptance from them yet. When I emailed about this confusion they said that admissions has my application still under consideration.

Is this a commonplace thing, to receive a potential financial aid package without offering acceptance yet for waitlisters?

Yes, schools know that when final acceptances come around in May, there will be a fast paced wait list to acceptance round . As they said you are high on the list and have a good shot of getting accepted,
