Does volunteering at a hospice count as clinical hours?

Did you have anything to do with patients/residents at the hospice? That is, were you helping in patient care? Or were you answering phones or doing paperwork.

Interacting with patients. There are separate volunteer positions that deal with office work. So would that count as clinical then?

Yes, and very much so. Most people are unwilling to get up close with our mortality, and as such, I have a high regard for people who do hospice volunteering.

There are some other hospice positions that don't qualify, like for home hospice, if you're assigned to do laundry, clean, food shop, meal prep. If you primarily sit at the bedside and provide conversation/comfort, then it's clinical.
