I can't for the life of me find where i've seen res programs saying whether they required american rotations from candidates. At any rate, for those that do, is it just US rotations, or US+Canadian rotations that they accept? And if the former, wouldn't McGill still be an exception?

Requiring such rotations would be on an institution by institution basis; therefore they can make their own decisions about this. However, I would venture that most Canadian programs would be fine, including McGill.
