On AMCAS you have to pick 1 state to declare as your residency. To my knowledge that is the only state where you will be treated as "in-state", but you can still use your ties to the area to possibly get preferential treatment at the other. I am not sure how that would work out for tuition purposes, maybe someone knows better.

EDIT: also having a family member write a LOR is not recommended
