EK Scales a little Shady?

Does anyone else think that the EK scales on the 1/2/3 tests are a bit shady? The physical is definitely harder, but 17 wrong for a 13? And then the bio is most certainly harder (in my opinion) and yet you can only get 5 wrong for a 13, and 9 wrong for a 12 (when the usual is 12 wrong for a 12). I think the verbal is leaps and bounds more difficult than the aamc's and yet the scale is the same. What gives? They don't really seem to be trying for accuracy.
