Eligibility for ECFMG after credits transfer for dental graduate.

Hi everyone
I am a dental graduate outside the US and interested in perusing a medical career .A university in Ukraine will accept me in the 5th y with 14 subject of the previous years (academic difference).
I contacted the ECFMG by mail and phone asking about my eligibility for the exam after graduation if I will be fulfilling the condition of ( 4 years credits ) but they said they couldn't evaluate me now and need to do so when they receive my transcripts of medicine and dentistry school.

any help please.
