European school system vs Traditional US sytem

What I would like to know from those that have either visited or attend ENGLIGH language programs in places like Poland, Czech, or Hungary is how the scholastic set up compared to what we are accustomed to here in the US. Ive been reading about some places where there are oral exams. Is that true? What about the teachers, do they really not care or is that just comming from students that didnt really study the material.
