Few Questions about Public Health Service

I have a few questions about doing a program with the Public Health Service.
First, if you do a program where you serve the government by working in an underserved area how much are you paid per year? Is it the "normal" doctor salary or is it much much less? Also, is this program only reserved for minorities and low-income people or can anyone apply for it? Thanks.

Anyone can apply and you are paid a normal doctor salary. Scholarships are not reserved for minorities
