if i'm 23, am i still considered a dependent?

You can be 90 and still be a dependent as long as you are living with someone who is providing more than 1/2 support to you.

Yes NYC residents do have to pay city taxes. If I recall correctly, the city taxes are done as part of the state return. Turbo Tax will do this for you. The city tax is not an insignificant amount, either.
