For those of you who have Berkeley Review books, please help me!

On page 174 of the General Chemistry book, example 3.9, it says "The value of x is going to be significant (more than half shifts over). Can someone please please explain to me where they get "more than half shifts over?" Is this from the Kp? Thank you so much!
