For water, is the gas or liquid phase favored at lower pressure?

For water, is the gas or liquid phase favored at lower pressure? I thought the solid phase would be favored because of the negative slope for solid-liquid phase line that is unique in water, but my kaplan book is saying the opposite. Why is this?
Now, if this were substance besides water, the liquid phase would be favored over solid phase under low pressure, correct?

It depends on the temperature.

For water the solid/gas phase at low pressure.
