FPGEE exam for foreign pharmacy graduates?

Hi,

I am a Canadian currently applying for the PharmD program at the University of Toronto and I am considering practicing in the United States after I am complete with my degree (I am open to Canada and the US just like to keep as many options as possible). How exactly does the FPGEE exam work? Do you take it after you do the state/US license exam NAPLEX?

Also, I've been hearing a lot about a saturated market for pharmacy. Does anyone know how the conditions are in New York state or California? Those are the 2 most attractive states for me right now.
