What exactly is this position? Is this negotiable with most hiring services? Apparently better schedule and pay etc..just wondering how one actually manages to get hired this way. Do the large hiring services (TeamHealth, etc) allow this if you approach them during job talks?

not sure what you mean here? locums? per diem? work when you want? month to month scheduling?
please eloborate a little more.
