Hi:

If the program only has a general MPH track but offers a couple of healthcare Econ/finance courses, could I still get a job as a hospital administrator?

I would say that doing that program over a dedicated MHA degree may put you at a disadvantage, since you're comparing "a couple of courses" in that MPH to an entire curriculum when it comes to the MHA. You could still get a job as an administrator (and many do), but if you have the option for MHA I'd recommend it instead.
 
Does your program have a health management department/concentration?
 
Yes you can concentrate in health management
