Get License in Texas

Hello,
Anyone who knows if it it possible to get a license in Texas right after residency in another state?
I am currently doing residency in IM in NY and would like to move to TX after residency.
To make things more complicated I am an IMG on a H1b visa.

Any IMG who has moved to Texas?

Effective 9/1/12, physician licensure applicants who are not citizens, permanent residents or conditional permanent residents of the United States will be required to practice full time, for three years, in a medically underserved area (MUA), a Health Professional Shortage Area (HPSA) in Texas, or at a Texas institution that maintains a graduate medical education program. This is authorized by Section §155.0045 of the Medical Practice Act, Texas Occupation Code.

What do you think about this? I am currently on a H1b, so not a citizen, permanent resident or conditional permanent resident.

Can I let a future employer apply for my green card while I am still in residency or how does it work?
 
Does anyone know how competitive it is to get a job as a hospitalist in a major city in TX? (Houston, Dallas, San Antonio, Austin etc.)
