Here's a scenario: tell me if this can happen-

You apply to an OOS school, say you live in Michigan and you get in to UCLA. Now, you request a year deferral, and get it. So, during your "year off", you get Californian residency. So, now that you are a Cali resident by the time you start med school, can you now pay in-state tuition?

I believe your residency status is based upon what it is when you were accepted.
Plus, I don't think the School would allow you to defer for state residency b/c it hurts their bottom line.
