Getting in-state status in NY

How easy/difficult is it to get in-state status in New York? If anyone has been through the process and wishes to share, I'd appreciate it. Thanks.
 
For the SUNY schools, for tuition purposes: 12 months of physical presence in the state prior to matriculation or status as dependents of state residents. Documentation: state tax returns, voter and vehicle registration, possession of driver's license. There seems to be some variation on this; the best thing to do is to contact the Admissions offices of each of the four.
