Getting out (of IRR)

Last summer, I finished my ADSO after 7 years and transitioned to IRR to complete my obligation. Now I'm trying to leave the IRR. I got in touch with HRC and they told me to e-mail a resignation letter to [email protected]. Done and done, but it's now been six weeks and I've heard nothing, not even that my letter's being reviewed. Is that normal? Advice on what to do from here? Many thanks.
