Healthcare policy job market

I am curious what specializing in health care administration/public policy can do career wise. I know the whole health care debate will lead to more administrators but what are the possibilities in this specialty? I was thinking of hospital administration mainly. But then wouldnt you be competing with other MBAs and business majors in hospital admin?

I am thinking with the new national health care policy coming online in the next few years. It will create a maze of billing problems. It might be good to specialize in this area.
