HELP: Do I need a SSN to apply for Oregon dental license?

Hi,
I just completed my WREB exam and started to apply for the Oregon dental license. I read the application requirement and it requires the candidate to have a SSN.

I currently have a TD visa (my husband sponsors me to come to US) and so I do not have a SSN and I am a Canadian. I just want to know if I have to have a SSN in order to apply for the license or do I need to go to SSN office to tell them about my situation and see if they can give me a SSN for non working purpose?!
